Overview of the Dharavi Redevelopment Project
The Dharavi redevelopment project is an ambitious initiative aimed at modernizing Dharavi, one of Asia’s largest slums located in Mumbai. Spanning approximately 240 hectares and home to nearly a million residents, Dharavi is known for its vibrant informal economy. In 2022, the Adani Group secured the redevelopment contract with a bid of ₹5,069 crore (approximately $619 million). This project is set to transform the area by implementing several key objectives.
Key Objectives of the Redevelopment
One of the primary goals of the Dharavi redevelopment project is rehabilitation. Eligible residents will be provided with free housing units measuring around 350 square feet, with strict eligibility criteria that specify they must have occupied their dwellings before January 1, 2000. Those who moved in between 2000 and 2011 may qualify for housing under the Pradhan Mantri Awas Yojana upon payment.
In addition to housing, the project emphasizes infrastructure development by upgrading essential services such as water supply, sanitation, and electricity, significantly improving the quality of life for residents. The integration of commercial spaces is also crucial for supporting local businesses and aligning Dharavi with Mumbai’s broader economic framework.
Current Progress and Challenges
As of December 2024, the Dharavi redevelopment project has faced several challenges, including land acquisition issues. Securing additional land for rehabilitation of residents deemed ineligible for free housing has been difficult, causing delays. Moreover, legal disputes have arisen over the awarding of the contract, although a petition contesting the allocation to the Adani Group was dismissed by the Bombay High Court.
Many residents express concerns regarding potential displacement and the eligibility criteria, which may exclude a significant portion of the population from qualifying for free housing. The future success of the Dharavi redevelopment project will rely on effectively addressing these challenges and ensuring an inclusive approach to transformation.
