New Delhi/Islamabad: Intelligence agencies and security experts have long warned that Pakistan’s Inter-Services Intelligence (ISI) actively seeks to recruit and exploit individuals within India to gather sensitive information and influence internal affairs.
According to Indian security sources, the ISI operates an extensive spy network that attempts to infiltrate political, defense, and strategic circles by leveraging vulnerable individuals, disgruntled insiders, and those susceptible to coercion or monetary gains.
Methods Used by ISI to Recruit Indian Operatives
- Targeting Vulnerable Individuals:
The ISI reportedly identifies people facing financial difficulties, ideological dissatisfaction, or social grievances as potential assets. - Using Front Organizations and NGOs:
Some charities, cultural groups, or business fronts are said to be covertly used to establish contact and facilitate espionage activities. - Online Recruitment & Cyber Espionage:
With the rise of digital communications, the ISI reportedly exploits social media and encrypted messaging to approach and manipulate targets. - Coercion and Blackmail:
Intelligence reports suggest the ISI employs threats or gathers compromising information to pressure individuals into cooperation. - Insertion of Agents via Border Areas:
The porous borders and complex terrain in Jammu & Kashmir and Northeast India sometimes facilitate physical infiltration.
Indian Countermeasures
India’s agencies, including RAW, IB, and military intelligence, continuously work to detect and neutralize ISI’s networks. Surveillance, counter-intelligence operations, and public awareness campaigns are part of a multi-layered defense strategy.
“The ISI’s attempts are persistent, but India’s vigilance and legal frameworks have tightened to prevent breaches,” said a senior intelligence official on condition of anonymity.

The use of local operatives by a foreign intelligence agency poses serious threats to India’s sovereignty, defense preparedness, and internal stability. It complicates efforts to maintain law and order, especially in sensitive regions.
